About the job

This position is needed to lead our very talented team of senior Agile Program Managers (APMs) that support  Twilio's Research & Development (R&D) teams. Twilio is seeking an exceptional and passionate Senior Manager of Agile Program Managers (APMs) within Twilio's Central Program Management Office (PMO). Reporting to the PMO's Director, Program Management, this role will provide direct leadership for a team of mid-level to senior APMs that provide Agile Program Management/Scrum Leader services, as well as continuous improvement activities through coaching and mentoring of both individual teams, as well as teams of teams. As such, we are looking for an exceptional APM who is an experienced people manager that has had direct responsibility of at least 4 to 6 APMs in the areas of hiring, onboarding, training, coaching, mentoring, and performance review responsibilities, as well as an APM leader with experience working with developers and engineering teams in a highly technical software development environment.


In this role, you’ll:

  • Have a clearly articulated value proposition for APM within Technology & Product organizations
  • Possess experience with process development, change management, and can help solve tough operational problems
  • Capable of directly influencing and strengthening the PMO APM contributions across Twilio's engineering and product organizations, as well as partnering with the Director, Program Management and Product and Engineering leaders to develop and advance Twilio’s Agile Software Development practices, maintain a high level of value-add, and contribute to the building of the APM team
  • Work cross-functionally across multiple organizations to identify processes that best support initiatives that require cross-functional collaboration in order to deliver business outcomes. Iterate and improve based on feedback from all stakeholders.
  • Build program frameworks and operational processes that increase the efficiency and quality of execution of the PMO APM team
  • Continuously develop and mentor Agile Program Managers on your team to enable them to be successful in their roles and the teams that they directly work with
  • Deeply understand the business health and key performance metrics and bring a business-first focus to technology efforts
  •  Perform regular deep dives into data and metrics to identify risks and opportunities and follow through with action-oriented insights to improve service delivery
  • Translate recommendations to results by executing on action plans and project/program management as needed, draft quarterly and annual team roadmaps
  • Efficiently and effectively communicate findings / progress to cross-functional teams, senior leadership and the broader organization
  • Assist in roadmap development, portfolio planning and management, and release planning
  • Hold regular stakeholder meetings to ensure the team is delivering on expectations, as well as how to improve service levels
  • Work closely with the Director, Program Management and the Agile Leads (internal consultants) to improve on our Lean and Agile best practices and assist in running our monthly Agile CoP meetings and Lean Coffees

We are looking for a Senior Manager of Agile Program Management who possesses:

  • 8 – 12 years of experience as an APM partnering closely with software development, devops, systems and infrastructure engineering, and product teams
  • 3 – 5 years of experience as a people manager of APMs in a SaaS environment; experience providing coaching and mentoring to advance APM skill sets
  • Able to clearly articulate the value-add of APM to engineering and product organizations; experience being an advocate for APM
  • Experience developing and managing product portfolio planning and tracking processes and cadences
  • Knowledge of Lean and Agile team practices working in Lean, Agile, and scaled operating models in a highly technical software development environment  
  • Exceptional communication skills – able to successfully adapt your style and leverage strong listening skills to inform your approach
  • Strong leader, comfortable engaging with people at all levels; successfully manages via influence
  • A natural problem-solver and strategic thinker; able to bring clarity to chaos and navigate through ambiguity
  • Experience successfully rolling out changes within a team and across multiple organizations; comfortable with adapting to change
  • Highly collaborative, and partner-oriented professionally, working effectively with multiple cross-functional teams.


  • Have familiarity with AWS, GCP, and other infrastructure and SaaS providers
  • Senior level understanding of Agile software and systems development lifecycles; experience as a Scrum Leader on engineering scrum teams
  • Experience driving technology sponsored programs; familiarity with high level cloud architecture tiers and priorities for system reliability and scalability
  • Additional experience as a Technical Program Manager is highly desirable


This role will be remote and based in the US.

  • The estimated pay range for this role, based in Colorado, is $160,080 – $220,110 
  • Non-Sales: Additionally, this role is eligible to participate in Twilio's equity plan.

The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location within the state.
