About the job
This position is needed to help advance Twilio’s interests with Congress, the FCC and relevant agencies. The person in this role will be responsible for developing and executing on Twilio’s federal legislative and policy strategy in coordination with the Global Telecom Team. You will report to the Head, Communications Policy, who is based in Washington, D.C.

In this role, you’ll:

  • Build a federal government affairs program.
  • Develop a comprehensive federal legislative strategy in coordination with the Global Telecommunications Team.
  • Advocate and advance Twilio’s advocacy and business interest.
  • Identify and monitor key federal legislative and regulatory requirements and proposals that could impact Twilio’s business.
  • Work closely with members of Twilio’s Global Telecom Team and the broader Legal team, as well as its business teams and product specialists.

  • Prior experience in federal legislative advocacy or development.
  • A deep understanding about wireline and wireless communications and federal legislation and regulation, including VoIP, common carrier, and private carrier regulation.
  • In depth experience with federal regulatory obligations, including USF, E911, disability access, etc.
  • Experience with implementing unique strategies to address changes in the federal telecommunications legislative environment. 
  • Ability to work independently as a part of a larger team and manage multiple projects. 
  • Excellent written and oral communications skills. 
  • Bachelor’s degree or equivalent experience required. 


  • Familiarity with technology policy and how those policies intersect with telecommunication policies.
  • Demonstrated ability to think creatively and strategically. 
  • Ability to influence and build effective working relationships with all levels of the organization.
  • Experience working through trade associations and directing outside consultants to achieve a company’s policy goals.
  • Juris Doctorate a plus. 

This role will be remote, based in Washington, DC.

  • The estimated pay range for this role, based in Colorado, is $116,312 – $182,776
  • Non-Sales: Additionally, this role is eligible to participate in Twilio's equity plan.

The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location within the state. This role is also eligible to participate in Twilio’s equity plan and for the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.
